    Job Summary

    The Department of Health's Health Regulation Division is looking to hire a Reconsideration Analyst to contribute to the appeals processes in performing thorough reviews and making educated and informed decisions on matters appealed to the division.

    This position will join the Reconsiderations Unit in the Health Regulation Division and be part of a team responsible for managing, coordinating, and responding to all appeals submitted to the division. As such, it protects and enforces the due process rights of all individuals impacted by division actions and serves an important role in quality assurance and improvement for the division.

    This position will be a subject matter expert and make division appeal determinations in the following topic areas:
    • State enforcement actions against Home Care providers under Minnesota Statute Chapter 144A
    • State enforcement actions against Assisted Living under Minnesota Statute Chapter 144G
    • Division final determinations made under the Minnesota Vulnerable Adults Act, Minnesota Statute 626.557
    • Resident appeals of Assisted Living contract terminations and nursing home discharge actions
    • Background study reconsideration requests pursuant to the Minnesota Background Study Act, Chapter 245C
      This position will also contribute to responses to data practices requests submitted to the division by reviewing and assuring that division responses to data requests comply with the Minnesota Government Data Practices Act.

      This position will also serve as a liaison with the Department of Human Services Background Studies Unit.

      This position is eligible for telework for applicants who reside in Minnesota, Wisconsin, Iowa, North Dakota or South Dakota. Position location will be determined by the top candidate and will be based out of the closest MDH office location.

      Infrequent travel to in-person meetings or hearings is expected. Reimbursement for authorized business travel expenses is provided according to bargaining unit guidelines.

      Qualifications

      Minimum Qualifications

      Three (3) years of experience coordinating or administering a regulatory program.

      Additional minimum qualifications that will be assessed during the interview process:
      • Ability to analyze, interpret, apply and communicate complex regulatory information
      • Ability to independently evaluate and make determinations within the regulations governing persons and providers in long-term health care
      • Excellent written and verbal communication skills
      • Ability to self-direct work under limited supervision
        A Juris Doctor or Master's degree or above in law, public policy, public administration, or a healthcare related field may substitute for eighteen months of the required experience.

        Preferred Qualifications
        • A Juris Doctor or Master's degree or above in law, public policy, public administration, or a healthcare related field.
        • Knowledge of Minnesota background study requirements, the Minnesota Administrative Procedures Act and the Minnesota Vulnerable Adults Act.
        • Knowledge of due process principles involved in executive agency appeals and administrative hearings.
        • Knowledge of State and Federal health care regulations as they pertain to the Health Regulation Division.
        • Knowledge or ability to acquire working knowledge of the Minnesota Government Data Practices Act as it pertains to division records.
