Process Design & Improvement ConsultantJob Summary: Talent Software Services is in search of a Process Design & Improvement Consultant for a contract position in St. Paul, MN. The opportunity will be six months with a strong chance for a long-term extension.Position Summary:Analyze current, documented AS IS process; identify pain points, non-value-added activities, and improvement opportunities.Facilitate community engagement strategy (in collaboration with the business, leveraging inplace groups and community relationships).Design, implement, and evaluate a future-state participatory budgeting process for the operating budget.Develop policies/process/procedures.Primary Responsibilities/Accountabilities:Understands the business drivers and expected business outcomes.Builds trust-based relationships with stakeholders.Analyzes current, documented AS IS process; identify pain points, non-value-added activities, and improvement opportunities.Facilitates development and execution of the community engagement strategy (in collaboration with the business, leveraging in-place groups and community relationships).Designs future-state participatory (operational) budgeting policies/process/procedures.Designs and conducts Pilot or Proof-of-Concept (if appropriate).TrainingCommunicationImplementationEvaluationModify policies/process/procedures if appropriateDevelops Implementation plans.Develops and oversees execution of Communication/Training plan.Develops Metrics/Key Performance Indicators.Develops Evaluation plan (various stakeholder groups).Provides post-implementation support.Develops and executes Organizational Change Management(OCM) readiness assessments and subsequent change strategies.Detailed Deliverables:Future-state definition (draft and final):PoliciesProcessProceduresRoles/ResponsibilitiesMetrics/KPIsPilot/Simulation (if appropriate):LogisticsTraining development and delivery for participantsRoles/ResponsibilitiesEvaluation criteriaEvaluation reportOCM Readiness AssessmentsOCM StrategiesImplementation and Training PlanEvaluation PlanTraining MaterialsTraining DeliveryEvaluation ReportFinalized policy, process, and proceduresRAID RegisterRisksAction ItemsIssuesDecisionsStatus reportsQualifications:B.S. or B.A. degree (4 year) (or Associates degree plus an additional 5 years' experience)5+ years experience in developing LEAN policies, process, and procedures (design and improvement)Experience with participatory budgeting practicesExperience with community engagementExperience in developing and delivering training to staff for newly designed processesExperience with assessing readiness and developing change strategies related to new processes and procedures.Ability to manage Process Improvement initiatives (without a project manager)Preferred:Experience as a Business Analyst or Process Improvement Practitioner in state, county, or city governments or nonprofit sectorCBAP, PMI-PBA, LSSGB/LSSBB or other business analysis/process improvement certificationNote: Diverse and bilingual candidates are strongly encouraged to applyKnowledge of process design and improvement best practices; ability to adapt to the needs of the organization.Business acumenElicitation skillsFacilitation skillsOrganizational design and staffing model analytical skillsProcess modeling skillsProcess analysis skillsNegotiation and conflict resolution skillsInfluencing skillsProficient in MS Office suite and collaboration tools.Has or can quickly earn trust and credibility with stakeholders through empathy, follow through, and transparency.Ability to communicate up-down-and-across.Analytical, strategic, creative, and systems thinking skillsAbility to analyze problems and identify/evaluate options.Performs at high levels under pressure, even during organizational chaos.Coachable; open and receptive to continual feedbackAn "honest broker can deliver bad news in good ways.If this job is a match for your background, we would be honored to receive your application!
