Job Summary We are seeking a full-time Business Analyst to provide support for two concurrent projects over a two year period (Nursery 1.5 years, Forest Incident Reporting System 0.5 years) to the Minnesota Department of Natural Resources (DNR). Online Nursery Ordering and Inventory System (est. 3,120 hrs) - The purpose of this project is to extend the current nursery ordering and inventory system into online functionality for public access to view tree species availability, place orders, and pay online. The project also includes improved reporting capabilities in both the number of standard reports, adhoc querying, and the ability to produce customizable reports. The person hired for this position would be asked to validate and update already collected business requirements and then work with the project team (State and Vendor) in the capacity of a Business Analyst through successful implementation of the final product. Forestry Incident Reporting System Upgrade (est. 1,040 hrs)- The Forestry Incident Reporting System (FIRS) is an application that the Division of Forestry uses to document forestry law enforcement incidents throughout the state, including but not limited to wildfires, timber trespass violations, and off-highway vehicle incidents. The system is built on an outdated version of the Ruby on Rails framework (2.3) that no longer receives maintenance or security patches. It is necessary to upgrade to a more recent version of the framework in order to receive continued support and ensure application security. Along with the version update, the team is looking at a few enhancements that will meet new needs of the forest officers and leadership. The person hired for this position would be asked to validate and update already collected business requirements and then work with the MNIT/DNR project team in the capacity of a Business Analyst through successful implementation of the final product. While most work will be performed remotely, at some point the State may return to the office in some capacity and the person in this role may be expected to work from the office (in Saint Paul, MN) or may be asked to perform their duties with the business users at their location throughout the State of Minnesota. Some travel is expected. Mode of Interview Interviews will be conducted remotely via Microsoft Teams. Project Schedule Anticipated Project Start Date: August 15, 2022 Anticipated End Date: January 31, 2023 Minimum Qualifications Five (5) years' experience Business Analyst role A Master's degree substitutes for three years of experience, or a Bachelor's degree substitutes for two years, or an Associate's degree substitutes for one year Two (2) engagements lasting more than six (6) months in Business Analyst role Desired Skills Experience with all aspects of the Software Development Life Cycle (SDLC) Lead BA experience Bachelor's degree in Information Services Business Analyst Certification (IIBA certification or equivalent) Sample Tasks The following list outlines sample tasks for this position. Elicit requirements using interviews, document analysis, requirements workshops, storyboards, surveys, site visits, business process descriptions, use cases, scenarios, event lists, business analysis, competitive product analysis, task and workflow analysis, and/or viewpoints Write requirements specifications according to standard templates, using natural language simply, clearly, unambiguously, and concisely. Represent requirements using alternative views, such as analysis models (diagrams), prototypes, or scenarios, where appropriate Create acceptance criteria User Acceptance Testing (UAT) test case scenarios and participate/lead UAT end-user test sessions. Decompose high-level business and user requirements into functional requirements specifying an appropriate level of detail suitable for use by those must base their work on the requirements Identify the current- and future-state business processes; define quality attributes, external interfaces, constraints, and other nonfunctional requirements Lead requirements analysis and verification, ensuring that requirement statements are complete, consistent, concise, comprehensible, traceable, feasible, unambiguous, and verifiable, and that they conform to standards Participate in requirements prioritization and facilitate the negotiation of requirements amongst multiple stakeholders Analyze and document business requirements and required data to deliver work products throughout the project life cycle Translate business requirements to System/Functional specifications, and pass them on to Application Developers Coordinate Business Validation to verify that a set of end-to-end business processes function as intended Work with the product manager or project sponsor to document the product's vision and the project's scope Participate in peer reviews and inspections of requirements documents and work products derived from those documents to ensure that the requirements were interpreted correctly Manage requirements traceability information and track requirements status throughout the project Manage changes to baselined requirements through effective application of change control processes and tools Identify ways to assist product management in product planning through requirements development and analysis Create end-product training materials and participate in end-user training activities Propose new product features and updates Provide knowledge transfer Powered by JazzHR
