    Job Summary

    Join the Minnesota Department of Health's Purchasing team to work as a Buyer II to complete complex purchasing requests (Products, Consumables, and Agency Assets) and acquisition of non-professional/technical service contracts for the entire agency.

    Working as a Buyer II, you will:
    • Process high and low value purchase requests such as consumables, equipment, capital assets and services.
    • Conduct, evaluate, and award Request for Bids (RFBs) to contract vendors.
    • Process Single Source Justifications and Service Certifications.
    • Develop and maintain expertise in state purchasing requirements procedures, software used, agency organizational structures and requirements, supply contracts, products, and other related procurement practices to be able to secure a wide variety of products and services used by the agency to protect, preserve, and promote public health.
    • Consult with agency staff in writing and developing complex purchase requests and specifications.
    • Inform staff of pertinent procedural and legal requirements so that agency requirements are clear and agency needs are met.
    • Solicit bids, provide vendors additional information, evaluate & award bids, place orders and take necessary action to ensure delivery of products and services meet agency requirements.
      This position will have the option of teleworking; however, it will be based on the business needs of the unit and is at supervisory discretion.

      This posting may be used to fill multiple vacancies as they become available through 04/09/2024. Candidates will remain under consideration throughout the duration of the posting period unless notified otherwise.

      Qualifications

      Minimum Qualifications

      Two (2) or more years of procurement experience that includes all the following:
      • Conducting, evaluating, and awarding Request for Bids (RFB) to contract vendors, or conducting Request for Quotes from potential vendors.
      • Purchasing acquisitions of commodities & services.
      • One (1) year of experience using Statewide Integrated Financial Tools (SWIFT) modules.
        The following minimum qualifications will be assessed during the interview process:
        • Knowledge and experience using software such as Microsoft Excel, Word, Adobe, and Outlook.
        • Ability to effectively communicate through email, Teams voice and video calls, and telephone to gather and relay information with tact and diplomacy.
        • Ability to submit for a $50k ALP certification within one year from date of hire. (This position must at minimum carry a $25k ALP once the probation period has ended.)

          Preferred Qualifications
          • Three years (3) of experience conducting, evaluating, and awarding Request for Bids (RFB) to contract vendors, or conducting Request for Quotes from potential vendors.
          • Three years (3) of experience using SWIFT Strategic Sourcing Module for soliciting Request for Bids (RFBs).
          • Current Authorized for Local Purchasing (ALP) Certification from the Department of Administration's Office of State Procurement (OSP) (Formally known as Materials Management Division) within the last seven calendar years.
