Summary *Telework (Within Minnesota or Neighboring States) and
Flexible Hours Options Are Available. The purpose of this position
is to provide data evaluations and statistical expertise in
conducting program and fiscal planning for public behavioral health
services. The employee in this position will provide technical
expertise for data analysis and visualizations of behavioral health
service use. The incumbent will generate and rely on impact
analysis of implementation for the Adult Mental Health initiatives
and extensive research regarding facets of Assertive Community
Treatment (ACT) programming. The person in this position will rely
on program and data expertise and knowledge in both program policy
and operation along with program data and data structures to make
recommendations on the amount and types of services, the modality
of service delivery, and/or alternate implementations options. Data
analysis often have significant policy, program, and legislative
impact. Some responsibilities include, but are not limited to:
- Accurately and effectively answer questions from a broad
contingent of external stakeholders and across the agency by
conducting expert level analysis of varied data sources;
- Oversee the development of legislative reports for adult and
children's mental health grants and projects. Rely on policy and
statistical expertise to provide reports, which answer the
questions, asked during legislative sessions and support staff in
completing analysis as required for reporting purposes;
- Design and conduct research studies and statistical analysis
for developing enhancements to systems and programs;
- Directs professional data research staff in analysis, research,
data management activities, and dashboard development activities.
Qualifications Minimum Qualifications To facilitate proper
crediting, please ensure that your resume clearly describes your
experience in the areas listed and indicates the beginning and
ending month and year for each job held. Three (3) years
specialized professional experience compiling and conducting data
analysis. Experience must clearly demonstrate:
- Database management skills to: query, analyze, produce, and
validate statistical information;
- Advanced skills using MS Excel;
- Knowledge of data analysis and the ability to document standard
operating procedures. Preferred Qualifications
- Variety of experiences working effectively with others from
different backgrounds and cultures;
- Understands grant provisions and contractual agreement along
with being able to simplify and communicate complex policy
information and instructions;
- Strong human relations and communication skills; communicate
clearly and professionally both verbally and in writing; respond
openly to requests and concerns;
- Practical understanding of behavioral health treatment service
systems;
- Experience using technology systems such as SAS, Tableau, SQL
or similar systems
- Master's Degree or Higher in a related field. Additional
Requirements
- Applicants must be able to demonstrate knowledge of MS Excel,
including pivot tables and formulas used in analysis during the
interview process.
- Minnesota Department of Human Services (DHS) criminal
