    Job Summary

    This position exists to provide leadership, oversight and direction to statewide human services programs, including Housing Supports, Intergovernmental Agreements transferred to counties and tribes, Housing Access Services, the HB101 Places website and related contracting processes. These responsibilities are carried out in compliance with county, state, legislative, tribal and federal government mandates, and within the framework of the vision, mission, and strategic plans of the Housing and Support Services Division of the Department of Human Services. The incumbent is tasked with coordinating planning efforts among various agency programs, provider groups, stakeholders, and other duties as assigned by the division director. Emphasis is placed upon coordinating activities in the implementation of approved projects in order to achieve each program's goals, objectives and outcomes. The incumbent manages a team of highly skilled and experienced professionals responsible for streamlining program policies and working with other state and community partners to maximize available housing resources. The incumbent is also responsible for activities aiming to increase housing options and support housing choices for people with disabilities who are experiencing homelessness, living in institutions, or in communities.

    This highly visible position is accountable for all aspects of program management, including setting policies, priorities, and objectives for multi-faceted programs and initiatives, along with ensuring program compliance and integrity efforts. This position oversees the development of legislative packages and the monitoring of the division's legislative initiatives, as well as the provision of technical assistance to the division's legislative consultant on bills that influence the Division's mission relative to housing supports, stabilization and other program areas as assigned. This position also supervises activities and staff assigned to the Community Living Infrastructure (CLI) for the Housing and Support Services Division. As a member of the Housing and Support Services division's leadership team, the incumbent is expected to jointly manage activities with the division leaders in the entire range of division and agency responsibilities.

    Qualifications

    Minimum Qualifications

    Demonstrated leadership experience. Leadership experience can include:
    • Experience as a supervisor, lead worker, team lead, project lead;
    • Completion of a State of Minnesota leadership program (e.g. ELI, L4);
    • A paid/unpaid position leading a program or chairing a committee
    • (e.g. ERG) - Experience must include:
      • 1+ year of experience identifying issues, goals and strategic actions
      • 100+ hours per year time commitment
        AND

        4 years specialized professional experience managing a housing program for people with disabilities that demonstrates:
        • Understanding of the political, policy, budgetary and administrative dynamics for state and federal housing and income support programs as they relate to Medicaid, SNAP and Social Security;
        • Project and program management experience;
        • Experience implementing legislative authority or statutory requirements into program areas;
        • Understanding of principles of group dynamics and ability to facilitate goal-oriented outcomes.
          Preferred Qualifications
          • Variety of experiences working effectively with others from different backgrounds and cultures;
          • Strong human relations and communication skills; communicate clearly and professionally both verbally and in writing; respond openly to requests and concerns for internal and external stakeholders;
          • Bachelor's Degree or higher in social work, public health, or related human services field.
            Additional Requirements
            • Minnesota Department of Human Services (DHS) will conduct a criminal background check on all finalists for this position. Finalists must pass the DHS background check.
