*Job Summary*

The Minnesota Department of Veterans Affairs (MDVA) is looking for a skilled individual to join our Programs and Services leadership team. This position, under limited supervision, provides supervision to the Minnesota Department of Veterans Affairs' State Benefits Division, which administers state veteran programs including the State Soldiers Assistance Program, the Recently Separated Vetearns Program, War Bonus Programs, and other areas as assigned by the Director of Veterans Programs and Memorial Affairs.

The incumbent is repsonsible to maintain professional relationships with County Veterans Service Offices, other leaders within MDVA, Vetearns Service Organizations, and other key stakehodlers. The incumbent will sheppard the State Benefits Division into a new era of utilizing data to drive results. This work will include implementing changes to the State Soldiers Assisstance Program, evaluating large datasets to target outreach efforts, and spearheading the re-development of the work units' technology systems to assist with the management and application process for all programs.

Three (3) years of professional-level expereince in at least three (3) of the following areas relevant to Veterans benefits, Veterans Programs, or disability/medical claims:

* Interviewing claimants
* Investigating/researching claims
* Advocating/recommending disposition of claims
* Approving claims
* Documenting technical decisions
* Interpreting and applying guidelines, rules, laws, and/or policies and procedures
* Providing technical assistance
* Presenting at hearings or conferences

AND

* Supervisory, lead worker or other leadership experience Interpersonal skills sufficient to provide guidance, direction, and constructive feedback
* Ability to plan, evaluate and organize work, set priorities, and determine resource requirements
* Ability to determine short-and long-term goals and strategies; coordinate with other organizations to accomplish goals; monitor progress and evaluate outcomes

*To be considered eligible for appointment to this position, as technical staff defined in Minnesota Statutes 196.07, applicants must have the following qualifications defined in section 196.02:*

* 1. Resident of the State of Minnesota
* 2. United States Citizen, and
* 3. Veteran of the armed forces of the United States as defined in Minnesota Statute 197.447

*197.447 VETERAN, DEFINED: *

The word "veteran" as used in Minnesota Statutes, except in sections 136F.28, 196.21, and 243.251, means a citizen of the United States or a resident alien who has been separated under honorable conditions from any branch of the armed forces of the United States after having served on active duty for 181 consecutive days or by reason of disability incurred while serving on active duty, or who has met the minimum active duty requirement as defined by Code of Federal Regulations, title 38, section 3.12a, or who has active military service certified under section 401, Public Law 95-202. The active military service must be certified by the United States secretary of defense as active military service and a discharge under honorable conditions must be issued by the secretary.

Applicants will be required to submit an original or certified copy of their DD214 if called for an interview. The hiring process will not be delayed if selected interviewees are unable to produce a DD214. Selected Applicants must be a Minnesota resident prior to employment start date.

*Preferred Qualifications*

* Supervisory or lead work experience in Veterans Benefits
* Professional experience related to the State Soliders Assistance Program
* Claims adjudication experience
Experience in public speaking
* Knowledge of USDVA and MDVA Benefits and Programs rules and regulations
* Bachelor's degree in business, communication, Liberal Arts or a closely related field
* Experience leading technology improvement projects
* Experience with data analysis with complex data sets

*Additional Requirements*

* Must be able to pass a background check to meet Federal information system access requirements outline in
* Federal Information Processing Standards (FIPS) 201 and mandated Homeland Security Presidential Directive 12
* (HSPD-12) prior to completion of the probationary period.
