As the Cost Accountant & Allocations Supervisor you will serve
as the division specialist in federal cost allocation regulations
and guidelines for administrative reimbursement for local public
entities administering federal public assistance programs under the
supervision of the state human service agency.
In this position you will also:
- Direct the staff and functions of the Time Studies & Rates Unit
of the Department of Human Services (DHS) Financial Operations
- Direct the development, implementation and ongoing
administration of cost based and federally approved methodologies
to secure federal administrative reimbursement for a variety of
local public entities
- Represent the Financial Operations Division in DHS planning,
policy, and work group meetings in regard to federal administrative
- Direct and administer all division cost allocation projects
earning federal administrative reimbursement for local public
entities from Title IV-D child support, Medicaid, Refugee, SNAP
(food support), TANF (MFIP Statewide), and Title IV-E (foster care
and adoption assistance).
- Negotiate and obtain federal approval of amendments to
Minnesota's Cost Allocation Plan (CAP) or to administrative
claiming plans requiring cognizant federal agency approval for
local entities claiming administrative reimbursement.
- Exercise supervisory authority so that applicable labor
agreements and plans are equitably administered and employees
within the unit effectively perform their assigned job duties to
achieve the unit, section, division, and department goals and

- Experience as a supervisor, leadworker, team lead, project
- Completion of a State of Minnesota leadership program (e.g.
- A paid/unpaid position leading a program or chairing a
committee (e.g. ERG) - experience must include:
- 1+ year of experience identifying issues, goals and strategic
- 100+ hours per year time commitment
3 years of professional work experience in cost accounting and
cost allocation principles. Experience must demonstrate:
- Experience directing and supervising professional staff.
- Knowledge of fiscal operations management, statistical
analysis, and managerial finance.
- Knowledge of Generally Accepted Accounting Principles
A Bachelor's Degree in Accounting or Finance may substitute for
1 year of experience.
- Master's degree in Accounting or Finance.
- Experience working with programmers to develop desktop and
web-based software applications for administration of cost
allocation business processes
- Knowledge of Federal grant funding management.
- Knowledge of DHS computer systems including MMIS and
- Knowledge of various DHS Revenue Programs.
- Variety of experiences working effectively with others from
different backgrounds and cultures
