This position exists to provide high-level technical research, monitoring, and survey project design and data analysis expertise to the Division of Ecological and Water Resources (EWR) biodiversity and invasive species programs and to lead EWR wetland monitoring. The incumbent will use their analytical, statistical and programming skills to develop data-driven solutions to biodiversity and wetland conservation management challenges. The person in this position is responsible for performing and directing research, monitoring, and survey activities, both independently and collaboratively with applicable EWR program staff. Responsibility extends to planning, designing, developing and implementing methods and procedures for completing given research, monitoring, and survey projects. Job responsibilities include: Provide scientific program direction for wetland hydrology monitoring and assessment efforts. Refine and implement a statewide wetland hydrology monitoring and assessment program to provide support for DNR wetland protection and water sustainability efforts as well as for similar programs implemented in Minnesota by other state agencies, federal agencies and local governments. Manage the statewide remote sensing wetland monitoring program for assessing the status and trends in the quantity of wetlands in Minnesota and provide subject matter expertise on the National Wetlands Inventory (NWI) data for Minnesota. As part of EWR teams and as an advisor in EWR, provide analytical, statistical, programming, and ecological skills to conceiving, designing, and implementing research, monitoring, and survey projects that address specific biodiversity conservation and management questions, including the impact of invasive species on biodiversity. Perform various exploratory analyses appropriate to project objectives. Utilize analytical, statistical, programming, and ecological skills to analyze and interpret EWR biodiversity and related data. Advise EWR biodiversity and invasive species scientists on problems, questions, and techniques used in analyzing data collected from research, monitoring, and survey projects. Mine and analyze biodiversity and related data and work with EWR colleagues to identify opportunities for leveraging greater utility from EWR biodiversity and related data for addressing biodiversity conservation and management questions. Assist EWR scientists in preparing manuscripts and reports. This may include primary authorship, co-authorship, review, revision, and the construction of appropriate tables, charts and graphs. Maintain fluency in biometric, statistical and analysis software and provide technical guidance to EWR biodiversity scientists in the use of such software. Maintain technical expertise by engaging in an ongoing, diverse program of professional development focused in areas of biometrics, statistics, wetland science, biodiversity science, invasives science, and ecology. Qualifications Minimum Qualifications Master's degree in biometrics/statistics with a strong emphasis on ecological, environmental science, natural resources or closely related field, - or - a Master's degree in an ecological, environmental science, natural resources or closely related field, with a strong emphasis on biometrics/statistics. Three years advanced professional experience in scientific, experimental, research, monitoring, and survey techniques pertaining to natural resource conservation and management. Knowledge of hydrologic monitoring and analysis, wetland classification, wetland functional assessment, native plant community classification, invasive species, plant/vegetation sampling and study design, and animal sampling and study design. Advanced knowledge of ESRI GIS software as well as statistical analysis software such as JMP, SPSS, R, Python, or similar programs. Knowledge of statistical methods and analysis is required for assessing trends and relationships as well as for developing and refining research, monitoring, and survey projects. Understanding of Microsoft Access, Oracle, and PostgreSQL databases. Project management and leadership skills to ensure that contracts and service level agreements are fulfilled as well as to lead technical advisory groups. Basic knowledge of project or grant-level budgeting, billing and contracting is required. Demonstrated ability to communicate advanced statistical topics to lay audiences and assist colleagues in interpreting complex analysis and results. Oral and written communication skills to effectively communicate complex information to a wide variety of audiences. The incumbent will frequently be required to make oral presentations at professional and public meetings. An ability to develop PowerPoint or similar multimedia presentations. Skilled at writing both technical and popular articles for publication. Conflict resolution/human relation skills sufficient to negotiate, resolve issues, read situations and settle disputes equitably by finding common ground and cooperation. Collaborative skills to effectively work with and align stakeholders and staff through the application of a wide range of organizational, technical, analytical and interpersonal skills to accomplish common conservation objectives. Preferred Qualifications PhD in biometrics/statistics with a strong emphasis on ecological, environmental science, natural resources or closely related field, - or - a Master's degree in an ecological, environmental science, natural resources or closely related field, with a strong emphasis on biometrics/statistics. At least three years of experience in parametric and non-parametric statistical analysis, as well as spatial statistical analysis in a collaborative setting. At least three years of experience working in multiple programming languages, preferable R and Python, with knowledge of relevant R packages and Python libraries for data analysis Successful participation of the State of Minnesota Star of the North Fellowship program. Physical Requirements Requires occasionally lifting such articles as file boxes and heavy hand tools or heavier materials with help from others and/or lifting and carrying light objects frequently. Even though the weights being lifted may only be a negligible amount, a job is in this category may require walking or standing to a significant degree or may involve sitting most of the time with a degree of pushing and pulling of arm and/or leg controls.
