    Job Summary

    This p osition is being p osted at both the HR Technician 1 and HR Technician 2 levels and will be filled accordin g to the qualifications of the ap p licant hired.

    Join the Human Resources team at the Minnesota Pollution Control Agency as a Human Resources Technician! This important position provides technical support to our team, agency leadership and employees to ensure accuracy with HR transactions and comply with State and Federal regulations, state policy, administrative procedure, and collective bargaining agreements/salary plan.

    You'll help with first day paperwork in our St Paul office 2-3 times a month and ensure a positive employee experience. Additionally, you will be entering personnel transactions in the State's personnel/payroll system (SEMA4), assisting human resources staff in various steps in job filling/staffing areas as well as managing employee leaves/separations/retirements, establishing and maintaining recordkeeping systems including scanning documents into the Electronic Document Management System (EDMS) insurance and benefits, and performing other administration processes.

    Qualifications

    Minimum Qualifications

    Human Resources Technician 1:

    One (1) year of experience performing paraprofessional, clerical, or technical duties in an office setting performing a variety of administrative program support functions.

    Experience following confidentiality guidelines and handling sensitive information.

    Ability to identify and address multiple duties and flexibility with changing priorities.

    Ability to understand and apply state and federal employment laws, Minnesota Statutes, personnel rules and regulations, policies, procedures, and State of Minnesota bargaining unit agreements and plans.

    Ability to communicate effectively, both orally and in writing, sufficient to answer questions and present employees and management staff with clear and concise explanations of HR policies, procedures, and bargaining unit agreements and plans.

    Ability to establish and maintain effective working relationships with other staff, managers, supervisors, and external sources.

    Preferred Qualifications

    Human Resources Technician 1:

    Two (2) years of paraprofessional, clerical, or technical experience performing a variety of administrative program support functions.

    Experience processing employee transactions (hires, separations, data changes etc.) in SEMA4, or equivalent human resources system.

    Ability to identify the information needed to clarify a situation and seek the information from appropriate sources.

    Knowledge of spreadsheet, database, and word processing software applications sufficient to independently manage documents, files, and spreadsheets.

    Minimum Qualifications

    Human Resources Technician 2:

    One (1) year of para-professional/technical performing HR functions including human resources transactions and benefits administration.

    Experience following confidentiality guidelines and handling sensitive information.

    Demonstrated organizational skills showing the ability to work independently by handling, prioritizing and completing a variety and significant volume of HR data correctly and timely.

    Experience interpreting and relaying collective bargaining agreements and company policies and procedures.

    Customer service skills sufficient to provide prompt, courteous and accurate information to customers in person, on the phone, or through written correspondence and effectively communicate with tact and diplomacy in a timely manner.

    Proficient computer software skills (e.g., word processing, spreadsheet, and databases software) and keyboarding skills to create letters and memos, accurately review and enter data, create procedural documentation, etc.

    Preferred Qualifications

    Human Resources Technician 2:

    Two (2) years of para-professional/technical experience performing HR functions including human resources transactions and benefits administration.

    Experience processing employee transactions (hires, separations, data changes etc.) in SEMA4.

    Experience working with and applying provisions of state and federal employment laws, Minnesota Statutes, personnel rules and regulations, policies, procedures, and State of Minnesota bargaining unit agreements and plans.

    Ability to guide the work of others and mentor less experienced staff.

    Human Resource experience within a State of Minnesota agency or other public employer environment.

    Experience creating and running ad hoc reports.

    Physical Requirements

    Requires occasionally lifting and/or carrying such articles as file folders, ledgers, and small tools. Although a sedentary job is defined as one which involves sitting, a certain amount of walking and standing is often necessary in carrying out job duties.

    Additional Requirements

    Position duties may require travel, but driving is not a minimum qualification or essential function of this position. Employees who may drive for state business will need their driver's license checked prior to operating a state vehicle.
