  • Employment Condition: -Unlimited, Full-Time This position exists to provide supervision and leadership of the Human Resources staffing section which includes classification, assessment, selection, compensation, contract interpretation, workforce planning, recruitment and consultation related to employee performance matters. This position provides supervisory direction and guidance to assigned, professional-level employees in the Employment Services Unit of Human Resource Management (HRM) and provides consultation and guidance to DNR supervisors, managers and HRM staff in the above areas to ensure consistent, timely and quality delivery of staffing-related services. This position will serve as a member of the DNR Human Resources Leadership team, providing assistance to the Assistant Human Resources Director (Human Resources Director 2) to administer the functional responsibilities of the department and responsible for participation and establishment of HR strategic priorities, plans and implementation objectives. - This position will have access and be exposed to bargaining related information, materials and discussion without censure when evaluating union proposals and/or serving as part of a bargaining team. This position may have the ability for telework and/or hybrid work environment. - Job - duties include but are not limited to the following: Supervise, direct and lead employees in the daily operations of the Employment Services Unit ensuring that services are efficiently and effectively delivered. Direct and supervise recruitment, assessment, and selection activities to ensure positions are filled in a timely manner; staffing levels meet program goals and needs; the agency uses job-related selection processes; and selection processes are consistently administered throughout the DNR. Ensure all unit activities comply with Minnesota Statute 43A and other personnel-related laws; DNR's Affirmative Action Plan, policies and procedures; collective bargaining agreement/plan provisions; Minnesota Management and Budget (MMB) Administrative Procedures and Personnel Rules; and merit system principles. Supervise the administration of the job analysis and classification function within the DNR to ensure positions are correctly and equitably classified and merit system principles are followed. Direct job allocation process, providing guidance and technical knowledge to staff on difficult, unique, or complex classification issues. Participate in management activities of the Employment Services Unit and HRM, including meetings, special projects, and other assignments. Consult with and provide direction to agency HRM staff, managers and supervisors on personnel and labor relations issues, primarily in the areas of job classification, compensation, recruitment, and selection so that issues and concerns are dealt with consistently, collective bargaining agreements/plans are interpreted accurately, and harmonious labor/management relations are maintained. Qualifications Minimum Qualifications The following qualifications are required of all applicants seeking consideration for this position:
    • Advanced professional-level human resources experience, which includes working within a structure based on job analysis and classification; direct involvement in recruitment and selection, compensation administration, performance management consulting; and, interpreting laws, rules, procedures, and collective bargaining agreements sufficient to ensure appropriate application of provisions and properly advise managers and supervisors on a variety of HR matters.
    • Experience in supervising or providing lead work direction to human resources staff who are performing the listed duties, including the ability to lead others to identify and achieve individual and team goals, develop and monitor performance measures, motivate and develop staff.
    • Demonstrated ability to independently develop and administer job-related selection assessments, instruments, and processes to ensure a qualified, diverse and sufficient applicant pool to fill DNR vacancies and measure outcomes.
    • Analytical and critical thinking skills sufficient to assess situations, develop alternatives for resolution and recommend solutions.
    • Verbal and written communication skills sufficient to effectively present human resources related information to audiences including staff, supervisors and agency management and to accurately and clearly document decisions, processes, procedures.
    • Ability to effectively communicate with multicultural communities. Preferred Qualifications The following qualifications are strongly desired of applicants seeking consideration for this position:
      • A bachelor's degree or higher in Human Resources or a related degree program.
      • Extensive experience in and knowledge of classification, recruitment, assessment and selection processes, policies and practices.
      • Three or more years of advanced professional-level human resources experience in the State of Minnesota with a focus in providing staffing services.
      • Two or more years of experience in supervising or providing lead work direction to human resources staff.
      • Experience -serving on organizational committees and teams.
      • Experience leading large-scale projects. Physical Requirements Very Light Work - occasionally lifting and/or carrying such articles as file folders, ledgers, and small tools. Although a sedentary job is defined as one which involves sitting, a certain amount of walking and standing is often necessary in carrying out job duties.
