Job Description:

for Pre-Employment Programs reports up under Corporate Security and
is responsible for developing programs, processes, and policies to
ensure company-wide compliance with federal and state
pre-employment regulations, DOT pre-employment regulations, and
Department of Homeland Security regulations including employment
eligibility & E-Verify.Pre-Employment Program Operations
- Provide oversight to the Companys pre-employment background
screening and drug testing programs which support hiring in the
United States, Canada, India, and of any additional type as
business requires.
- Manage and actively develop a team of compliance analysts in
effectively and efficiently operating the pre-employment screening
and employment eligibility verification programs to become some of
the best service programs in the Company.
- Effectively cooperate with the Senior Manager, Employment
Programs DOT Driver Compliance & Customer-Driven Programs to manage
cross-program workflows for scenarios such as acquisitions and
customer-related hires.
- Develop / redevelop and implement reporting processes to
monitor program health, to educate internal clients, and to manage
process performance especially in handoffs and candidate stall
locations. Develop and publish reports to evaluate programs
continuing value as a benefit to the Company.
- In collaboration with relevant stakeholders, responsible for
decision making regarding screening disputes and appeals.
- Creates and implements business process improvement programs to
streamline the pre-employment and related processes.Employment
Eligibility Program (I-9 / E-Verify)
- Oversees the Employment Eligibility Program for all new hires,
employees who service Federal and other high-security contracts,
and contingent labor. Manages the vendor relationship with the
service provider for the I-9 and E-Verify compliance.Policies and
Procedures
- Functions as a primary contributor in defining and enforcing
Company policies.
- Collaborate with stakeholders to refresh and maintain modern
grading guidance for pre-employment screen components.
- Actively engage with Safety, Legal, People, and Operations
stakeholders to create and implement new policies and programs for
the benefit of the Company.
- Along with the Senior Manager, Employment Programs DOT Driver
Compliance & Customer-Driven Programs, manage the companys
compliance with Motor Vehicle Record checks. Partners with Legal,
Health & Safety, Operations and People to develop and execute of
program improvements.
- Develop and manage training programs for People and hiring
managers on employment eligibility and WM policies.Vendor Relations
- Evaluate and provide oversight of vendor performance against
service level agreements and budget expectations.
- Collaborate with WM Supply Chain to produce master service
agreements or statements of work for new vendor-supplied
services.Systems
- Collaborate with WM Digital, vendors and other stakeholder to
define software/system requirements for new feature implementations
or regulatory compliance-driven changes.
- Provides relevant database support services for internal
investigations of serious misconduct and criminality as
needed.
- Provides relevant database support services for external
regulatory audits as needed.External
- Establish and foster partnerships with government agencies
(DOT, Department of Homeland Security, etc) to ensure company-wide
regulatory awareness and compliance.
- Leverage an external network of peers among other companies to
stay current on trends, products, services, vendors, and headwinds
in the marketplace.Supervisory ResponsibilitiesThe highest level of
supervisory skills required in this job is the management of
supervisory employees. This includes direct supervision of 3 or
more full-time employees and periodic teams of
contractorsQualificationsThe requirements listed below are
representative of the qualifications necessary to perform the
job:Education: Bachelors Degree (accredited) in Human Resources,
Business Administration, Security, or similar area of study, or in
lieu of, High School Diploma or GED (accredited) and 4 years of
relevant experience.Experience: 10-years experience in related
field with 3 or mor years leading pre-employment screening
program(s).Other Knowledge, Skills or Abilities
RequiredProfessional experience managing U.S. pre-employment
screening programs including drug screening in addition to
background checks is required. Preferred experience (not required)
includes managing Canadian and Indian pre-employment
programs.Working knowledge of U.S. fair-hiring regulations,
consumer reporting agency regulations and other U.S.
pre-employment-related rules is necessary.Experience managing
pre-employment screening at regulated carriers of field-based
services companies is highly preferred.High-intermediate to
expert-level utilization of MS Office 365 tools such as Teams,
Outlook, Excel, Power BI, PowerPoint, and Word.Familiarity with
Design Thinking concepts and application in process development is
a plus.Proven ability to draft business cases developed with facts
and numbers is highly beneficial to this role.BenefitsAt WM, each
