- Qualifications Minimum Qualifications Five* (5) years of
professional or managerial experience to include at least four of
the following areas: Staffing/recruiting to include drafting
minimum qualifications, posting positions and screening resumes
Job evaluation/classification
Assisting managers and supervisors with performance management
and/or organizational development
HRIS transactions, using SEMA4 or other HRIS software
Labor relations that includes interpretation and application of
collective bargaining agreement language and performing employee
investigations
*Bachelor's degree in Human Resources, Organizational Development
or closely related field may substitute for one (1) year of
experience; or a Master's degree in Human Resources or closely
related field may substitute for eighteen (18) months of
experience. Demonstrable supervisory or leadership experience.
Strong communication and problem solving skills with the ability to
effectively respond to issues and provide assistance to
supervisors, managers and employees. Ability to work cooperatively
with individuals from diverse backgrounds and underserved
communities. Preferred Qualifications Master's degree in Human
Resources or related field. Three (3) years managerial or
supervisory experience leading HR professionals. Strong
organizational development knowledge and experience. Experience
working in Human Resources for the State of Minnesota. Thorough
knowledge of relevant state and federal laws, Personnel Rules,
Administrative Procedures, MN Statutes, collective bargaining
agreements and compensation plans and Affirmative Action plans.
Experience developing and implementing policies and procedures to
include research, documentation, implementation and communication
to employees and invested stakeholders. Experience managing and
completing large and/or time sensitive projects Physical
Requirements Requires occasionally moving and transporting such
articles as file folders and small tools. May need to maintain a
stationary position for long periods of time while carrying out job
duties. Additional Requirements This position requires successful
