The 4S Program Director will oversee BioMADE's Safety, Security, Sustainability, and Social Responsibility Programs and be responsible for driving innovation in developing engagement in the social dimensions of the bioindustrial manufacturing ecosystem.

BACKGROUND

BioMADE is an exciting public-private partnership focused on collaborative development of manufacturing technologies and dynamic member engagement. It is dedicated to building capacity across the nation toward advancing bioindustrial manufacturing technologies and workforce. BioMADE supports the growth and sustainment of domestic bioindustrial manufacturing, performs research and development ('R&D') activities, facilitates the distribution of R&D funding to member institutions, and supports national defense needs. The 4S Program Director plays an essential role by leading BioMADE's efforts to develop "safe, secure, sustainable, and socially responsible" biomanufacturing technologies and participate in facilitating development and public support for biomanufactured products in the US, and around the globe.

DESCRIPTION
This position will lead the BioMADE 4S Program and be responsible for the full spectrum of activities associated with Program Development and Management, ranging from fundraising and the conception of program calls to management and oversight of a portfolio of BioMADE projects. The 4S Program Director will work directly with and support the 4S member advisory committee made up of BioMADE members, U.S. Government representatives, and leading 4S experts. This position will be responsible for overseeing and executing relevant project calls that address the social dimensions of bioindustrial manufacturing, and for driving selection of projects for funding.
This is a Director-level position and is expected to grow BioMADE's 4S program to a sustainable, nationally recognized resource for the advancement of bioindustrial manufacturing. The Program Director will be expected to develop projects and raise funds from federal and non-federal sources to maintain a healthy and sustainable program level. It is anticipated that the program level will include one or more 4S-focused Program Managers reporting to the director.
The full-scope of responsibilities will be commensurate with the level of experience of the applicant. Candidates who have experience directing government, industrial or multi-institution programs with strong social dimensions components are strongly encouraged to apply. BioMADE is a non-profit Department of Defense-sponsored Manufacturing Innovation Institute and part of the Manufacturing USA-- network. BioMADE works closely with the US Government to identify and advance projects beneficial to national defense and to expand the domestic bioindustrial manufacturing base.
This position reports to the Chief Technology Officer.


Key Responsibilities:

Program Development


Develop and manage a comprehensive program to advance the safety, security, sustainability, and social responsibilities (4S) of bioindustrial manufacturing.




Develop proposals for funding from federal, non-federal, and philanthropic sources. Collaborate with other program areas to incorporate 4S elements into BioMADE's fundraising.


Integrate elements of other BioMADE programmatic areas into 4S project calls when applicable.


Prepare reports and associated documents for BioMADE leadership, committees, and DoD, to communicate status of the projects.


Assist in establishing and maintaining BioMADE 4S guidance & standards by interacting with individuals, members, and teams across BioMADE to ensure a consistent 4S approach to every program endeavor.


Project Execution


Oversee and manage a portfolio of BioMADE projects selected to advance the 4S dimensions of bioindustrial manufacturing.


Ensure projects are appropriately monitored for program progress, deliverables and milestones, and project related financial reporting. Review and approve quarterly technical reports to ensure risks to the project are mitigated and projects are progressing.


Utilize subject-matter expertise to guide and support members and project teams on proposal submission quality, and compliance with BioMADE procedural requirements.




Review and approve final technical/progress reports and post-award impact reports to identify project achievements to be shared publicly.


Lead the development of project status updates, in coordination with the Technology and Workforce Development Program Managers), to ensure the successful execution of the projects.


Conduct site visits to meet with members working on their projects.


Provide advisory support to Technology and Education & Workforce Development Program Managers for 4S elements in projects under their domains.


Member & Community Engagement


Cultivate relationships with BioMADE members and U.S. Government partners. Maintain a professional network of experts in the 4S topical areas.


Report and present project statuses and 4S achievements to internal stakeholders and to the broader bio-industrial manufacturing community.


Collaborate with the BioMADE Communications Team on publications, presentations, research findings, and broader impacts resulting from projects such that they are being appropriately shared with BioMADE membership and external stakeholders, in accordance with BioMADE confidentiality provisions.




Present BioMADE and programmatic success to various stakeholders including the broader social sciences community and the public through conferences, university talks, and other open venues.


Serve as the primary contact and colleague for the 4S Advisory Committee co-chairs; and lead the 4S committee execution.

Training or experience in the social dimensions of biotechnology including, but not limited to the bioeconomy, bioethics, biosecurity, or the ELSI (ethical, legal, social implications) framework.
Training or experience managing federal government programs, in the civil service, military, or as contractor, is a plus.
Ability to resolve complex problems/issues and to make administrative/procedural decisions and judgments.
Effective communication skills, with evidence of strength of technical and persuasive writing.
Experience in overseeing critical review and evaluation of programmatic proposals with strong societal components.
Ability to collect, analyze and interpret data and information from various sources.
Broad experience working in, or with, the following technical areas: biotechnology and engineering, bioprocess development and optimization, molecular and synthetic biology, metabolic engineering and strain construction, pharmaceutical fermentation production, biopolymers and biomaterials, modeling of cell metabolism, bioprocess simulations, data analysis, statistics.
Ability to travel up to 35% time.
