Job Description Program Manager II - FT Opportunity Center - St. Paul Salary Range: $48,600 - $73,000 annually The Program Manager II is responsible for the overall management of the St. Paul Opportunity Center to include, fundraising and funding proposals and contract compliance activities. Provides input on policy and procedure changes, policy implementation, planning and development of new and existing program services, and budget preparation and management. Responsible for the delivery of client services within Catholic Charities standards, and legal and licensure requirements. Participates in conferences, training, and in divisional and agency strategic planning process, as requested by the direct supervisor. In addition to the above, Program Manager II and III are responsible for more than one program. Essential Job Functions 1. Ensures the program meets accreditation, licensing and best practice standards. Ensures data tracking requirements are met. Prepares reports and statistical information as requested.2. In conjunction with HR, recruits, hires, coaches, reviews, supervises and terminates as necessary program staff members. Builds team of professional colleagues. Collaborates with the Volunteer Coordinator in the placement of volunteers and interns.3. Responsible for reviewing and ensuring the relevance, accuracy, and timeliness of data and reporting for purposes of accountability and client outcomes.4. Works with direct supervisor to develop and implement program vision and goals.5. Manage program budgets in conjunction with direct supervisor.6. Connects with the community via outreach, and through additional methods, to ensure program information is accessible and available to the community.7. Works with supervisor and Development staff to monitor and/or negotiate contracts/grants as required.8. Develops and implements multiple and/or complex program strategies and goals.9. Responsible for ensuring the timely completion of program billing.10. Manages multiple program budgets, including revenue, expenses, and capital budgets.11. Other duties, as assigned. Minimum Qualifications: 1. Three (3) years of relevant experience, preferably in a shelter environment. 2. Minimum of three (3) years of supervisory experience. 3. Post-secondary education in Human Services or relevant field of study required. 4. Must have a valid driver's license, and proof of insurance coverage. 5. Ability to work with diverse and/or low-income populations, including those who may be experiencing homelessness, unstable housing, and/or mental illness required.
