You will be the focal point for project and/or program initiation, planning, execution, control, and closure using industry best practices for service/systems creation and development and generally accepted standards outlined in the Project Management Body of Knowledge (PMBOK) and by MNIT Services. Additionally, you will--ensure--quality and consistency across multiple projects in the use of project planning, scheduling, scope and risk management, status reporting, change control, issues resolution, and other project management controls and practices.--The end goal of the position is the successful delivery of projects in a consistent and documented manner. Qualifications Minimum Qualifications Candidates must clearly demonstrate all of the following qualifications in their resume: Candidates must clearly demonstrate all of the following qualifications in their resume. This position requires a minimum of five (5) years of experience managing information technology (IT) projects independently. Experience must include managing and/or providing project management consultation for all aspects of the design, development and implementation of IT projects. Included are leading, advising, assisting and/or reviewing the work of other project staff members; estimating project costs, managing cost budgeting and control;--and--developing best practices, project standards, processes and/or procedures.-- Experience must also include the following:

  • Preparing business cases and analyzing IT decisions including build/buy, fit with existing technical architecture, and cost/benefit analysis.
  • Leading project intake, evaluation, selection, prioritization, and approval process

    • Excellent communication skills, a good listener, with the ability to communicate clearly in writing and orally, present complex information to diverse audiences in a comprehensive style, and translate technical and system information for non-technical stakeholders.
    • Human relations skills to establish rapport and to motivate coworkers and customers.
    • Experience working on complex projects while organizing and prioritizing multiple deadlines, including defining issues and possible solutions.
    • Excellent negotiation and facilitation skills enough to participate in discussions among system users, representatives from other state agencies and partner agencies, as well as other IT staff on highly complex and sometimes very sensitive issues.
    • Experience managing projects utilizing any of the following technologies:
      • Oracle (database, middleware, cloud computing)
      • .NET
      • Geospatial Information Systems
      • Industry recognized certification(s) such as Project Management Professional (PMP), Portfolio Management Professional (PMP) and Program Management Professional (PgMP)
      • Bachelor's degree in Business Administration, Computer Science or related field
      • Proficient with a project and portfolio management application (e.g. Sciforma, Planview, Clarizen, Microsoft PPM)
      • Proficient with MS SharePoint and other MS Office applications
