Natural Resources (DNR) provides outdoor recreation activities and
manages Minnesota's natural resources to create economic
opportunity and a sustainable quality of life. We are driven to

mission. The DNR is currently seeking a Contract Director to work
in the -Office of -Management and Budget Services. -The preferred
work location for this position -is St. Paul, MN. Specific location
is negotiable and will be determined at time of selection. This
position exists to direct and manage the agency's contracting unit
for professional/technical (PT) contracts so that the goals of the
department are met and are consistent with the strategies set by
the Commissioner's Office, Governor's Office, and state law. Job
responsibilities include:
- Provide leadership and exercise supervision so that employees
have the resources necessary to complete day-to-day work and to
achieve the -objectives of the Operations Services Division and
department.
- Direct and audit procurement functions and tasks to enhance
financial management, provide appropriate internal controls,
improve business processes, ensure fund integrity, accountability,
and to maintain adequate separation of duties.
- Direct the agency's PT contracting activities so that federal
and state laws are adhered to, statewide and department policies
and procedures are followed, conflicts of interest do not arise,
and that all contracts support the DNR mission.
- Direct contract training -throughout the state for DNR Division
Contract Officers, Project Managers, and Regional OMBS staff.
- Enforce Office of State Procurement policy reviewing and
executing contracts, determining violations, and reporting of
violations in accordance with the policy.
- Serve as liaison between the Department of Administration
(DOA), Office of State Procurement (OSP), -and the DNR related to
contracting activities. -
- Develop and implement systems to maintain contracting documents
and databases to ensure that data is readily available as well as
manage records retention.
- Perform all job responsibilities in a manner that supports a
healthy, safe, productive, and inclusive -work environment for all
employees. Qualifications Minimum Qualifications
- Four (4) years' professional -experience -coordinating and
administering contracts.
- A bachelor's degree in -Accounting, Business, Finance, or
closely related field may substitute for one (1) year of
professional experience, -OR, an associate's degree in -Accounting,
Business, Finance, or closely related field may substitute for six
(6) months of professional experience.
- Two (2) years' supervisory or lead work experience in a related
field sufficient to provide contract administration oversight and
maintain a cohesive team by developing effective, collaborative
working relationships with colleagues.
- Ability to treat employees inclusively in the areas of
accommodation, scheduling, expectations, individualized resource
needs, training, and development.
- Thorough understanding of generally accepted accounting
principles and practices, budgeting policies, principles, and
practices sufficient to assist in the accounting and budgetary
processes related to contract encumbering and payment.
- Practical experience with implementing and applying -state and
federal laws, rules, regulations, and procedures regarding contract
administration.
- Knowledge of legal principles and practices applicable to
contract law and state law with the ability to interpret legal
terminology and communicate with attorneys on contract issues.
- Skills in conflict management and consensus building with
diverse groups in order to solve difficult and sensitive problems
and management skills to analyze and resolve ambiguous or
controversial situations and make difficult decisions.
- Oral and communication skills sufficient to effectively
communicate and present complex information to a wide variety of
audiences. Preferred Qualifications
- Bachelor's degree in -Accounting, Business, Finance, or closely
related field.
- Five (5) years' professional -experience -coordinating,
negotiating, and administering contracts.
- Working knowledge of SWIFT, IA Warehouse database, and Crystal
Reports, or similar software programs.
- Knowledge of the state's accounting, budgeting, human
resources, and purchasing systems, including functions, policies,
and procedures.
- Experience conducting long range planning with the ability to
set long-term and short-term goals and objectives that equitably
empower all employees, stakeholders, and the public.
- Experience in training and educating staff on contract policies
and procedures. Physical Requirements Requires occasionally lifting
and/or carrying such articles as file folders, ledgers, and small
tools. Although a sedentary job is defined as one which involves
sitting, a certain amount of walking and standing is often
necessary in carrying out job duties. Additional Requirements It is
