General Duty Statement Performs highly responsible professional accounting work involving the planning, organizing and supervising of a departmental accounting function. Performs related duties as required. Information specific to this position:
The current vacancy is a Cash Administrator role in the Treasury division of the Office of Financial Services. This work directs the citywide cash, credit card and banking activities for the City, and management of the Infor Cash Book module, financial policy training and development, supporting the City's investment activities, and bank reconciliation processes. Cash Management:
Ensures timely and accurate processing of citywide cash receipts and disbursements including wire transfers, ACH, accounts receivable, and other electronic payments.
Recommends, implements, and maintains cash management policies and procedures, including citywide cash handling training.
Monitors, analyzes, and reports on citywide cash operations, manages bank accounts, and collateral requirements on a daily basis.
Develops and implements new systems and sub-systems, especially related to electronic payments, and merchant card credit card processing systems, citywide.
Prepares and analyzes the daily cash working papers and monitors cash flows for city and component units.
Reconciles bank accounts in partnership with Financial Services Accounting division by notifying departments of open items and researching and resolving discrepancies.
Ensures proper segregation of duties and risk management controls.
Facilitates the RFP process for all Banking Services, and develops and maintains positive banking relationships with vendors.
Coordinates State Auditor activities as they relate to Cash Operations and implement recommendations as required.
Assists with the city investment activities including processing trades and monthly reconciliation of investment management system.
Oversees system testing, upgrades and implementations as the citywide Infor Cash Book module owner.
Manages the monthly close of Cash Book module as part of system wide month end process.
Provides business support services for Cash Book users, troubleshoots system errors, develops solutions, and coordinates with internal stakeholders and external service providers to find solutions.
Develops and maintains interfaces between city finance systems and external data sources.
Recommends study of cost saving technologies and business process changes as it relates to the acceleration of cash collections and the efficient payment activities of the city.
Training and Development:
Directs technical supervision over Treasury staff and other cash handlers.
Collaborates with department managers to train staff and oversee cash handling and management of city funds.
Establishes relationships with Treasury and Cash Management associations to enhance utilization of best practices.
Investigates new technologies and practices to enhance the city's cash management and banking-related services and make recommendations for change.
Attends industry seminars and workshops to learn and implement best practices.
Stays current on laws and regulations relating to cash management and banking by using industry journals and networking.
Establishes performance metrics consistent with industry standards.
Recommends space and equipment changes to enhance operation efficiencies.
Creates strategic planning for cash and banking activities to improve processes while creating efficiencies.

Requirements College graduation with a major in accounting or equivalent and six years' experience in accounting, at least two years of which must have been as an Accountant III or equivalent. (No substitution for education.) Preferred Qualifications:
Experience with municipal finance and banking activities
