ABOUT THE POSITION

The Finance Professional, Contracts and Grants, is an expert resource for Extension employees on contracts, sponsored projects, and gifts/charitable grants. This role is responsible for interpreting and communicating polices and regulations; assessing, negotiating, and executing agreements; preparing and analyzing budgets; writing professional documents; and, advising and training employees. The Finance Professional should be comfortable supervising, working collaboratively, and consulting with University partners.
This position is part of Extension's Finance and Planning unit which is responsible for acquiring, managing, and dispersing sponsored and non-sponsored funds. Collectively, the team designs and implements strategies that ensure services provided by the finance and planning unit are efficient, cost-effective, consistent and user-centered. This role will serve as a member of the unit's management team and report to the Chief Financial Officer.
RESPONSIBILITIES
Contract Developme**nt, Negotiation, and Management (45%)**

--- Oversee and execute contract issuance. Finalize and sign eligible contracts that bind the University to a legally enforceable obligations.

--- Project-manage the contract process including receiving, preparing, reviewing, processing, routing, signing, and executing agreements.

--- Advise Extension faculty and staff in the development and negotiation of new and often complex external sales agreements, facility use agreements, unfunded agreements and other miscellaneous agreements. Negotiate contracts directly as necessary.

--- Evaluate and assess external sales agreements to ensure mitigated risk and reasonable return on investment.

--- Partner with University experts to develop/update standard Extension contracts, review and revise external party agreements, resolve contract issues, and request proof of insurance.
Grant Development (20%)

--- Facilitate relationships and data/information flow for charitable grants work in partnership with Extension's development team and the University of Minnesota Foundation. Coordinate and guide Extension Educators through the charitable grant application and submission process for local/county projects.

--- Collaborate with Extension faculty and educators in the development of grants, research projects, and subawards by leading budget development and overseeing the submission process in the electronic grants management system. Serve as a liaison to key agencies and University offices regarding sponsored.

--- Prepare and submit annual Request for Proposal (RFA) for federal capacity grants (Smith Lever, EFNEP, RREA). Work collaboratively with the Finance Director who is responsible for post award management and reporting.
Internal Communication & Training (20%)

--- Serve as the first point-of-contact for employee questions on new revenue sources and determine if revenue should be received and managed as a gift, charitable grant, event sponsorship, external sale, or sponsored project. Refer employee to appropriate resource.

--- Monitor, provide feedback, and communicate changes in University policies regarding grants and contracts.

--- Develop tools, training, and procedures to increase Extension's capacity, efficiency, and competency in preparing successful grants and contracts.

--- Ensure content regarding grants and contracts is up-to-date on the Extension intranet.

--- Provide onboarding and staff training to diverse Extension faculty, educators, and support staff regarding the development of budgets and submission process for grants and contracts.

--- Serve as contact for OVPR Research Compliance Ethics Training notification.

--- Draft and send email communication to University employees and partners.

--- Document, retain, and share information for reporting.
Supervision and Administration (15%)

--- Supervise, mentor, and oversee the work of the pre award accountant and contract administrative support specialist.

--- Provide guidance and feedback to the staff team responsible for receiving and processing contracts.

--- Serve as a member of the finance and planning (F&P) management team, designing and implementing strategies that ensure F&P team members are informed and engaged and services provided by F&P are effective, consistent, and user-centered.

--- Attend and contribute to the Extension Finance and Planning team meetings and Development team meetings.

--- Participate in University-wide opportunities for networking and staff development related to grants and contracts.

--- Maintain a working knowledge of the contract types and the nuances between the various revenue sources.

QUALIFICATIONS
Required Qualifications

--- BA/BS in business administration, finance, accounting, or related field, plus at least 6 years of related professional experience.

--- Supervisory experience

--- Advanced skills with Google and Microsoft application suites

--- Excellent verbal and written communications skills

--- Experience in each of the following:

--- Project management

--- Developing budgets and writing budget narratives

--- Reviewing grants and contracts

--- Negotiating external sales agreements
Preferred Qualifications

--- Demonstrated commitment to valuing diversity and contributing to an inclusive working and learning environment.

--- Work experience in higher education, governmental agencies, or public sector

--- Demonstrated analysis, critical-thinking, and problem-solving skills.

--- Contract specialist certification

--- Pre-award SPECTRUM certification

--- Experience with electronic grants managements used by higher education and federal government (EGMS, Grants.gov, Fastlane)

--- Experience delivering high-level customer service.

--- Professional writing skills that forge and maintain business relationships.

--- Demonstrated ability to independently manage and prioritize work

--- Demonstrated ability to communicate clearly and effectively to financial and non-financial audiences, both verbally and in writing.

--- Familiarity with Extension and its programs.
Additional Requirements

--- Must be able to work on computer and monitor for prolonged periods of time.

--- Must have reliable internet if/when working outside of assigned office location.

--- The ability to work in a designated office or remotely as needed/arranged.
