Basic FunctionThe current vacancy is in the Community Economic & Development Department. The eligibility list created by this vacancy may be used to hire other vacancies in the department or County.To collaborate and identify regional and equitable (housing focused) economic development initiatives and align funding opportunities; to partner and implement entitlement county programs such as the Community Development Block Grant (CDBG), Home Investment Partnership Program (HOME), and program opportunities that supports the supply and preservation of affordable housing; to evaluate project activities for compliance with federal and state regulations covering the expenditure of funds, negotiate contract terms and conditions, provide oversight of housing projects through completion, manage financial and accounting functions in cooperation with finance staff, and perform related duties as assigned.If an internal candidate is selected, salary will be set in accordance with personnel rules (ie, promotion, transfer, or voluntary reduction).To view or print a copy of the complete Ramsey County job (class) description for this position, go to:Job Descriptions. Once at this page, you can browse the alphabetical list or search for a job description.Examples of Work Performed* Oversee Housing & Urban Development (HUD) Community Development programs and funding in alignment with County racial equity goals and in partnership with Ramsey County community partners.* Serve as a resource to the Community & Economic Development Team/County Board/HRA and other stakeholders regarding housing funding priorities and mechanics.* Plan, implement and oversee meaningful community engagement strategies to include residents and other stakeholders in County planning processes.* Provide residents with program information via phone and email.* Assist in establishing measurable program outcomes for each program administered.* Attend regular meetings with local housing staff to help localities meet local affordable housing production and policy goals.* Assist in identifying potential pipeline projects that may be seeking public funding.* Coordinate with state, regional and local preservation efforts targeted within the County by researching strategic investments of County funds in NOAH funding pools.* Assist the Department in developing a Ramsey County strategy focused on building equity through homeownership.* Explore federal, state, philanthropic funds and resources to provide flexible supportto pilot energy efficiency, weatherization, and electrification investments.* Devise strategies to preserve and Increase supply of rental housing units for lowest-income residents.* Develop and issue Requests for Proposals to select consultants and grantees; evaluate proposals for financial suitability and capacity; and the ability to meet statutory and regulatory requirements consistent with county goals.* Serve as a resource to the county and external organizations in matters relating to housing, and economic and community development, including work within and between county service teams to advance county-wide strategic goals and objectives.* Meet with and/or provide detailed information, research and technical assistance to representatives of community groups, financial institutions, developers, governmental agencies, non-profit organizations, construction firms and other relevant parties.* Identify community development and housing needs, set priorities, develop strategies and design programs.* Draft, explain, negotiate terms and implement loan agreements, program contracts and financial agreements with public and private entities and work with County Attorney staff to evaluate contracts and agreements based on legal requirements and the County's development objectives.* Conduct monitoring audits and on-site inspections of recipient and project development activities to provide on-going assistance, establish systems for review and evaluation, to ensure compliance with regulations and contract agreements, and to initiate corrective action, when necessary.* Initiate, design, develop and implement project and records management systems to ensure program continuity and fiscal integrity, and to meet or facilitate grant reporting requirements.* Prepare periodic status reports of development activities as requested or as required by law.* Assist the Community & Economic Development Team in the preparation of annual budgets, long-range fiscal and program planning and new program/project creation and implementation.(The work assigned to a position in this classification may not include all possible tasks in this description and does not limit the assignment of any additional tasks in this classification. Regular attendance according to the position's management approved work schedule is required.)ESSENTIAL FUNCTIONS: 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, 13.Minimum QualificationsEducation: Bachelor's degree in Public Administration, Urban Studies, Economic Development, Urban and Regional Planning, Business Administration, Public Policy, Public Health, Social Work or a related field.Experience: Three years of professional management experience (paid or volunteer) in a governmental agency or non-profit organization, which includes at least one year in the area of community, housing or economic development.Substitution: Ten years of professional experience working directly in the area of community, housing, and/or economic development may substitute for the education and experience requirement.Certification/Licensure: None.Exam/Screening Process InformationThe examination process will consist of the following section with each weighted as indicated below:* Training and Experience Rating = 100%The examination for Community Development Specialist will consist of a training and experience rating, comprised of the questions in the attached supplemental questionnaire. Not all applicants who meet the minimum qualifications will pass the training and experience rating. The rating on this supplemental questionnaire will depend your answers to the questions - do not mark "see resume" or "see work history" as a response. Please answer all your questions clearly and completely. Failure to respond could affect your score and final rank on this examination.ELIGIBLE LIST: The names of all applicants who pass the examination/screening process and file a properly completed application shall be placed on the eligible list for employment as a Community Development Specialist. This list will be certified to the appointing authority which may use this list to fill a vacancy. Candidates will remain on the list for three months or until hired, whichever occurs first. A notice will be sent to applicants at the time the eligible list is posted, informing them that the list has been posted and their rank on the list.VETERAN'S PREFERENCE: This is a classified position requiring an open, competitive selection process. Veteran's Preference points will be applied after a candidate passes the examination process. Applicants who are eligible for veteran's preference should update their veteran's DD214, and other supporting documents, and submit them as an attachment at the time of application.CRIMINAL BACKGROUND CHECKS: All employment offers are conditioned upon the applicant passing a criminal background check.
