atmosphere.ResponsibilitiesThe incumbent of this position serves as
the Deputy Area Counsel to one of the five Area Counsels in the
Office of Division Counsel, Large Business and International
(LB&I). He/she serves as the principal advisor to the Area
Counsel on all management and legal matters within the applicable
Area other than on Strategic Litigation (SL). The Deputy provides
program oversight authority for all LB&I non-SL litigation and
nondocketed cases to ensure nationwide consistency, as assigned by
the Area Counsel. He/she assists in the supervision of the
Associate Area Counsel within the Area. The incumbent is also
responsible for assisting in the development and evaluation of
legal advice and strategies for cases within the Area.As a Deputy
Area Counsel the incumbent of this position: Serves as the
principal advisor to the Area Counsel on all management and legal
matters within the applicable Area (other than those matters
covered by Strategic Litigation). Serves as a key liaison for the
applicable Area Counsel to the LB&I Division Counsel and other
IRS and Chief Counsel offices on all complex legal matters
pertaining to the applicable Area Counsel. Makes recommendations to
resolve outstanding issues, advising the Area Counsel of potential
ramifications of alternative actions.Assists the Area Counsel in
the supervision of the Area's Associate Area Counsels (AACs).
Provides guidance to the AACs on case related, administrative and
personnel. Updates AACs on Area and Division policies, protocols
and objectives.Provides technical legal guidance and oversight on
all legal advisory activities within the Area. Assists the Area
Counsel in managing training and developing AACs and Area attorneys
(other than Special Trial Attorneys (STAs)). Assists LB&I
Division Counsel and LB&I personnel in early issue
identification, development and resolution. Provides oversight of
all written legal advice issued by the Area (other than by STAs),
including Field Advice, Reviewed Field Advice (Non-docketed
Significant Advisory Review (NSAR)) and requests for Chief Counsel
Advice (CCA) and Technical Advice Memorandum (TAM). Provides CCA
and TAM oversight nationwide on sub-industry issues.Assists the
Area Counsel in performing a full range of technical and
administrative supervisory duties to include such responsibilities
as reviewing and coordinating work assignments and priorities to
ensure that they are aligned with LB&I Area and/or Division
Counsel objectives/ directives; evaluating employee performance;
identifying developmental and training needs of staff; maintaining
and supporting all aspects of a diverse workforce that demonstrates
EEO principles; and proposing and effecting disciplinary and other
personnel-related actions and other matters as assigned.Supports
the LB&I client in its key priority programs, including
planning strategies for resolving complex issues (e.g., industry
issue resolution, issue practice groups, international practice
networks, pre-filing programs, designations for litigation, global
settlements, and published guidance).Participates with the Area
Counsel and other LB&I Division Counsel managers, as
appropriate, in the development and implementation of short- and
long-range strategic plans and goals for matters under the Area
Counsel's jurisdiction. Assists the Area Counsel in meeting the

required. QualificationsYou must meet the following requirements by
the closing date of this announcement: To qualify for this position
at the GS-15 grade level, you must have one year of specialized
experience, equivalent in scope and effect to the GS-14
level.Specialized experience: (1) Thorough and comprehensive
professional knowledge and understanding of Federal tax statutes
and regulations pertaining to Subchapter C corporations, and
subchapter S corporations and partnerships with assets greater than
$10 million; and (2) Thorough and comprehensive knowledge of
litigation strategies and procedures used in LB&I case work,
including the ability to apply sound judgment in developing and
assessing settlement options/interests.The J.D. and/or the LL.M.
must be from an ABA-accredited law school.Candidates must be
admitted to practice law before the highest court of a state or
territory of the United States; the District of Columbia; or the
Commonwealth of Puerto Rico.Part-time work is considered on a
prorated basis.GS-15: You must have been at the GS-14 level for 52
weeks. (time-in-grade requirement)The experience may have been
gained in the public, private sector, or Volunteer Service. One
year of experience refers to full-time work; part-time work is

resume.EducationApplicants must possess a J.D. and have one year of
general legal experience plus three years of professional legal tax
experience. An LL.M. degree in the field of the position (tax) may

in a professional legal position in the Federal, state, or local
government, the private sector including law firms, or
